Volunteering as a Pillar of Inclusion: Aspirations, Needs and Opportunities in Lithuania’s Evolving Civic Landscape


This publication presents key findings from stakeholder engagement workshops conducted in 2025 within the framework of the Volunteer Everywhere initiative. It explores volunteering as a central mechanism for social inclusion in Lithuania, with a particular focus on the integration of refugees from Ukraine into local communities.



The document analyzes volunteer motivations, available resources, and systemic barriers that influence participation in civic life. It highlights the role of civil society organizations, universities, municipalities, and refugee led initiatives in shaping an inclusive and sustainable volunteer ecosystem. Special attention is given to language accessibility, safety standards, coordination challenges, and the need for supportive digital solutions.


The publication also introduces the VolEver mobile application as a strategic tool designed to improve volunteer coordination, accessibility, and trust. Based on practical insights and participant perspectives, the document offers recommendations aimed at strengthening volunteering culture, enhancing community cohesion, and supporting long term civic engagement in Lithuania.
